The Tokyo Electric Power Company (TEPCO) says it has detected record levels of radiation at the Japanese Fukushima nuclear power plant’s Reactor 2.

TEPCO, the operator of crippled Fukushima nuclear plant, said on Saturday that it found a record 1.9 million becquerels per liter of radioactive substances at the damaged reactor.

The company added that the latest examination of groundwater around Reactor 4 has raised concerns about another leak at the site.

The analysis of water samples taken from 25 meters beneath Reactor 4’s well has shown that there is radioactivity in the groundwater.

Fukushima lawsuit of 2012 comes as news to too much of the public

The story referred to in the enenews.com comment above has had some coverage by Energy News, Tuner Radio Network, Stars and Stripes and a few others, but coverage, if any, by mainstream media is scant to none. All the same, it's a real story, with real villains (TEPCO, Japanese government, U.S. Navy for starters), and real victims (a growing number of American service personnel put in harm's way and abandoned by their government when things got tough). 

The core of this story is the lawsuit filed December 21, 2012, by attorney Paul C, Garner of Brooks & Associates of Encinatas, California, on behalf of nine plaintiffs (including a one-year-old), all of whom "were among the members of the U.S. Navy crew and attached to the U.S.S. Ronald Reagan (CVN-76), whose home port was San Diego, California, when they were exposed to radiation off the coast at Fukushima prefecture, Japan, whereat the Fukushima Nuclear Power Plant is located, on and after March 11, 2011, during the mission known as "Operation Tomodachi.'" The plaintiffs are seeking $40 million each in damages as well as a fund of more than a billion dollars to be used for their future medical expenses, and requested a jury trial. On November 26, federal judge Janis Sammartino dismissed the complaint on narrow jurisdictional grounds and plaintiffs plan to re-file in January within the judge's stated parameters.

The U.S.S. Reagan is a nuclear-powered aircraft carrier with a crew of about 5,000 that arrived off the coast of Fukushima the day after the tsunami with other ships as part of Operation Tomodachi, or "friend" in Japanese.

USS BLUE RIDGE (LCC 19) - At Sea (NNS) -- The U.S. 7th Fleet has temporarily repositioned its ships and aircraft away from the Fukushima Dai-Ichi Nuclear Power Plant after detecting low level contamination in the air and on its aircraft operating in the area. The source of this airborne radioactivity is a radioactive plume released from the Fukushima Dai-Ichi Nuclear Power Plant. 

For perspective, the maximum potential radiation dose received by any ship's force personnel aboard the ship when it passed through the area was less than the radiation exposure received from about one month of exposure to natural background radiation from sources such as rocks, soil, and the sun. 

The ship was operating at sea about 100 miles northeast of the power plant at the time. 

Using sensitive instruments, precautionary measurements of three helicopter aircrews returning to USS Ronald Reagan after conducting disaster relief missions near Sendai identified low levels of radioactivity on 17 air crew members. The low level radioactivity was easily removed from affected personnel by washing with soap and water. They were subsequently surveyed, and no further contamination was detected. 

As a precautionary measure, USS Ronald Reagan and other U.S. 7th Fleet ships conducting disaster response operations in the area have moved out of the downwind direction from the site to assess the situation and determine what appropriate mitigating actions are necessary.

(Note: It is important to note in this situation that the crew affected were those set to the task of cleaning and decontaminating the ship and not all personnel. The key component being missed is that the contamination became concentrated on flags, masts, wires, rotors, etc. and this part of the crew were subject to more intense radiation than other crew below decks, etc.  Common sense dictates that the sheer number of persons involved is indicative there is a problem. Despite the legal technicalities that prevent them from seeking remedy. Truth and legally admissible truth are not synonymous.)

Fukushima disaster deepens with new errors

NARAHA, Japan - In this farming town in the evacuation zone surrounding the strickenFukushima Daiichi nuclear power plant, workers in surgical masks and rubber gloves arescraping off radioactive topsoil in a desperate attempt to fulfill the government's vow to allowmost of Japan's 83,000 evacuees to return. Yet, every time it rains, more radioactivecontamination cascades down the hillsides.

Thousands of workers and a small fleet of cranes are preparing for one of the latest efforts toavoid a deepening environmental disaster: removing spent fuel rods from the damaged Number4 reactor building and storing them in a safer place.

The government announced September 3 that it would spend $500 million on new steps tostabilize the plant, including an even bigger project: the construction of a frozen wall to block aflood of groundwater into the contaminated buildings. The government is taking control of thecleanup from the plant's operator, the Tokyo Electric Power Company.

The triple meltdown at Fukushima in 2011 is already considered the world's worst nuclearaccident since Chernobyl. The new efforts were developed in response to accidents,miscalculations and delays that have plagued the cleanup effort, leading to the release ofenormous quantities of contaminated water.

Analysts are beginning to question whether the government and the plant's operator, known asTepco, have the expertise to manage such a complex crisis. They say Tepco has resorted toquick, ineffective fixes.

"Japan is clearly living in denial," said KiyoshiKurokawa, a medical doctor who led an investigationlast year into the causes of the accident. "Waterkeeps building up inside the plant, and debris keepspiling up outside of it."

Monitor sees improvement in Tepco culture

Forcing Tokyo Electric Power Co. into bankruptcy so the battered utility can get a fresh start is a notion that has been floated by critics and lawmakers, but it’s a bad idea, says Barbara Judge, deputy chairwoman of Tepco’s nuclear reform monitoring committee.

Facing huge compensation payments for the public havoc wreaked by the Fukushima No. 1 meltdowns and exorbitant bills for the decontamination and decommissioning work, Tepco has been unable to function as a normal company. This, critics and lawmakers say, could negatively affect morale and performance.

They say that the government should place Tepco into bankruptcy, take charge of the compensation problem and spin off the decommissioning work so a new Tepco can focus on it’s core job: providing electricity.

“I don’t believe you’re doing anyone a favor by forcing a company into bankruptcy, any company into bankruptcy,” said Judge, a former chairwoman of the U.K. Atomic Energy Authority, during an interview Tuesday at Tepco’s headquarters.

Abe tries to speed up Fukushima recovery

The Abe administration on Friday aired new policies for speeding up recovery from the 2011 Fukushima disaster that include more financial aid for Tokyo Electric Power Co. and more support for nuclear evacuees seeking new lives elsewhere.

Under a new set of guidelines decided Friday, Tepco is to be relieved of paying part of the radiation cleanup costs outside the Fukushima No. 1 power plant but gain additional interest-free loans from a government-backed fund to ensure it can still distribute compensation and shoulder decontamination costs.

The administration drew up the guidelines based on a proposal drafted by the ruling coalition in November. Nearly three years have passed since the crisis began, but 140,000 Fukushima Prefecture residents are still living as nuclear refugees.

We in America should realize that radioactive water is coming our way and will start lapping the coast of California sooner or later. I don't know if it will affect the food supply that comes from California, but I suspect it might. Is anyone going to talk about this?

Japan has been rather secretive, and that is understandable. If our president was so cagey (to the point of lying about keeping our insurance and doctors) about his health care plan, which is small beans compared to Fukushima, then it is no wonder that Prime Minister Shinzo Abe feels the need to keep the covers on this enormous disaster.

It is fully equal to the Chernobyl nuclear power plant explosion and fire of 1986. Some think it is far greater than Chernobyl, but time will reveal it all, assuming we live long enough to learn the truth.

Nuclear power plants are considered safe (unless something unexpected happens) and based on their history, this seems to be true. According to one source, there are 400 nuclear power plants in the world today. However, requirements for more power around the globe indicate that something more must be done. From the environmental viewpoint, the greenies disapprove of nuclear power, even though it is the cleanest of all other current power delivery methods (coal and natural gas). They prefer wind and solar, both of which are, at this time, rather minuscule in providing what the world needs - or wants. And those gigantic windmills kill a lot of birds.

California plans to go with wind and solar, which will provide one-third of its energy requirements - they expect to reach this goal by 2020. Well, it's the state of nuts, so I don't expect much from them. And even their experts admit they are a long way from the goal.

I have always had faith in science and technology, so I think the future will hold enough power, electricity and heating/cooling to take care of the ever-growing population of Planet Earth. I do believe that if technology can make another big jump, true solar energy (directly from the sun) will solve the problem. But we aren't there yet.

Fukushima is a horrible blot on the energy front and I still wonder why there is so little discussion about it. When I embarked on my research efforts, I quickly realized that I'm not smart enough for this job. I could barely understand much of what I read, in large part due to it being highly technical in language.

Japan increases support to Fukushima clean up but TEPCO retains management role

Originally, Tokyo Electric was to be held liable for all costs stemming from the Fukushima Daiichi nuclear disaster, but in September the Japanese government stepped in and began providing financial help.  Now the clean-up and rebuilding of affected areas around the Fukushima Daiichi plant are the responsibility of the Japanese Government, while Tokyo Electric is responsible for compensation claims which are brought forward due to the disaster.

A statement released by the Nuclear Emergency Response Headquarters estimated that the decontamination costs near the crippled Fukushima Daiichi nuclear power plant will cost at least $24 billion USD.
